The Kiowa County Commissioner’s Regular meeting was called to order on February 8, 2018 at 09:00 a.m. by Chairman, Richard Scott who opened the meeting with the Pledge of Allegiance and prayer. Those in attendance were:

Oswald moved and McLoud seconded the motion to approve the minutes as presented. Motion carried.
McLoud moved and Oswald seconded the motion to accept the vouchers as presented. Motion carried.
Oswald moved and McLoud seconded to accept the agenda with 1 addition being made to New Business. The addition is: Pesticide Certification. Motion carried.
Grant Updates/ Murdock Review/ SECOG Mini Grant: McLoud provided an update on the DOLA Grant. Adamson provided a report on all the funds that have been brought in by grants for the Murdock Project. The total revenue with all grants as of January 2018 is $2,059,308.00; to date Kiowa County has contributed $98,390.00. Adamson will have this report available for the public to view at the Commissioners Office.
Scott discussed the SECOG Mini Grant and the possibility of applying for it. He would like to see if there is funding to help construct a new boat ramp at Nee Gronde Lake.
Stephanie Gonzales, with S.E.C.E.D. entered the meeting at 10:00 a.m. Oswald moved to recess the regular meeting at 10:00 a.m. and enter into the Single Family Housing Rehabilitation Loan Public Hearing. McLoud seconded the motion. Motion carried. The housing report was reviewed. With no public attendance, Oswald moved to come out of the Public Hearing and enter back into regular session. McLoud seconded the motion at 10:12 a.m. Motion carried. McLoud moved to approve the Colorado Division of Housing Report and Oswald seconded the motion. Motion carried. Ms. Gonzales thanked the BOCC for their time and exited the meeting.
Kathy McCorkle, with the Domestic Safety Resource Center entered the meeting at10:20 a.m. to provide a yearly report for the DSRC. McCorkle reported the Center had served 191 people. Nine of the individuals were from Kiowa County.
McLoud made a motion to sign the annual Memorandum of Understanding with the Domestic Safety Resource Center and Oswald seconded the motion. Motion carried. McCorkle exited the meeting at 10:50 a.m.
Negley Lease Request: Discussion followed over the property that John Negley has leased for the past 10 years from Kiowa County. No decisions were made.
Pioneer Cemetery Policies: The commissioners will review the policies after the county attorney has reviewed and made his recommendations.
UPCOMING MEETINGS: Reports and meetings were reviewed. McLoud reported on the Corrections Board meeting she had attended. McLoud said the Advantage Group had purchased a building in Lamar and will be opening in the near future. The Advantage Group is an out clinic which mainly deals with drug/alcohol addiction.
Oswald provided an update on the Road & Bridge Department. Oswald reported the VOLVO Road grader was having issues and is due to be replaced in March. Oswald said the CAT Grader on County Road 27 is also broken down and waiting on repairs.
Oswald moved and McLoud seconded the motion to recess for lunch at 11:53 a.m. Motion carried. The regular session reconvened at 1:00 p.m.
Upcoming Commissioners Meetings: March 13, 2018 and March 29, 2018 at 9:00 a.m.
Fire District Loan Agreement/ 2017 Expenses/ Equipment Donation Bill of Sale: Oswald moved to sign the Bill of Sale for the donated equipment that the Fire District had received that was originally donated to Kiowa County. McLoud seconded the motion. Motion carried.
Chairman Scott signed the Fire District Loan Agreement.
CP & W Impact Assistance Grant Application: Chairman Scott signed the grant application.
LED Lighting Energy Rebate: Kiowa County has received a rebate check from Southeast Colorado Power Association in the amount of $5,642.50 for participating in the energy saving program.
Burn Permits: Administrator Adamson has made a burn permit in which county residents can purchase for $5.00. There are some restrictions to this permit.
COSI Scholarship Option: Adamson will contact Ann Marie Crampton with Lamar Community College and request clarification on the funding of the scholarship.
Rural Philanthropy Days: McLoud asked for a donation from the County for Philanthropy Days which will be held in La Junta. Discussion followed. Oswald moved and Scott seconded the motion to donate $500.00 for the Rural Philanthropy Days. Motion carried.
Pesticide Certification: Oswald moved and McLoud seconded the motion authorizing Road Foreman Spady to attend the Commercial Applicators License Class. Motion carried.
KCEDF Membership: A letter was sent from KCEDF seeking support from the county. Discussion followed.
The next regular meeting will be February 22, 2018 at 9:00 a.m.
With no other business to discuss Oswald moved and McLoud seconded the motion to adjourn the meeting at 2:00 p.m. Motion carried.
