The Regular meeting of the Kiowa County Commissioners was called to order on August 10, 2023, at 9:00 a.m. by Chairman Donald Oswald. Oswald opened the meeting with prayer and the Pledge of Allegiance.

Minutes: Robertson moved, and Lening seconded the motion to approve the minutes as presented. Motion carried.
Vouchers: Lening moved, and Robertson seconded the motion to approve the vouchers as presented. Motion carried.
Agenda: Oswald moved to approve the agenda as presented. Robertson second the motion. Motion carried.
Member of the audience: Cindy McLoud, Kiowa County Economic Development and Natasha Kiler, lnvenergy Consultant.
Cindy McLoud provided updates on the different grants she has applied for and also discussed the Philanthropy Days that will be coming up. McLoud invited the BOCC to attend the Philanthropy Days as they could receive beneficial information on the application of grants and what kinds of grants are available.
McLoud thanked the BOCC for their time and remained in the meeting as part of the audience.
Grant Updates: Adamson is waiting on bids from air conditioning companies.
Landfill/Recycling Update: There will be a work session scheduled to meet with the Landfill employees to discuss the ongoing issues with the landfill.
Natasha Kiler, lnvenergy Consultant; discussed the issue on the report the Landfill Operator had received in regard to the extra trash the construction companies will use. Kiler said the construction companies will not use the landfill that much more.
Planning and Zoning: The Impact Fees. Natasha Kiler lnvenergy discussed the different kinds of fees the County could charge and how they will be charged to the different energy companies that have interest in Kiowa County.
Kiler remained in the meeting as a member of the audience.
Fairgrounds Repairs/Estimates: Chairman Oswald had two estimates for portable loading chutes. Discussion ensued, with a motion being made by Lening and
Oswald seconded to purchase the Powder River chute for $6,100.00. Motion carried.
Lening moved, and Robertson seconded the motion to approve the installation of another ceiling fan at the fairgrounds. Chad Bell will do the install for $1,000.00. Motion carried.
Oswald moved to approve a temporary roof repair and painting on the grandstand. Lening seconded the motion. Motion passed.
Kiowa County Fitness Update: Chad Bell, owner of the Mudson and McGees Muscle Farm, formerly Demitasse has opened a new and updated weight room. Claire Prince, Coordinator for the Kiowa County Fitness Group will not be using the smaller office as a weight room since Mr. Bell has purchased this business.
Lening moved and Oswald seconded the motion to approve the rental fee of the large room in the upstairs portion of the Bransgrove building for $250.00 per month through December 2023. Motion carried.
Maintenance of Towers: Robertson moved, and Lening seconded the motion to approve the maintenance contract for repairs on the DTR Tower and TV Tower in the amount $6,000.00. Motion carried.
Oswald moved, and Lening seconded the motion to recess for lunch at 11:56 a.m. Motion carried.
The regular session reconvened at 1:05 p.m.
The Upcoming meetings and reports were signed and acknowledged. The regular meeting reconvened at 1:05 p.m.
Dennis Pearson, Social Service Director provided an update for his department and he also thanked the BOCC for their approval of the department taking time off for Jimmy Arellano’s funeral.
Pearson exited the meeting at 1:30 p.m.
New Hire Reports: Pamela Lessenden will receive $250.00 for preparing the meal for the Month of July for the Haswell Senior Citizens.
The BOCC recessed the regular meeting at 1:50 p.m. to meet with SECPA and Ranahan Electric at the County Fair grounds. They will be reviewing what electrical issues need to be completed before the County Fair and Rodeo.
The regular meeting reconvened at 2:50 p.m.
After meeting with SECPA and Ranahan Electric it was decided to wait on the power for the inflatables until after fair.
The arena light project will be completed before the County Fair,
Town of Haswell Bid: The BOCC will wait on the bids before making decisions.
Schneider GIS Agreement: Lening moved, and Robertson seconded the motion to sign the Schneider GIS Agreement. Motion carried.
Tri State Generation & Transmission Road Use Agreement: Lening moved, and Robertson seconded the motion to sign the Tri State Generation & Transmission Road Use Agreement. Motion carried.
Public Health SECOR Grant Agreement: Oswald moved to approve the Public Health SECOR agreement. Robertson seconded the motion. Motion carried.
Jace Negley, member of the Kiowa County Fire District entered the meeting at 3:35 p.m. to discuss the upcoming demolition derby. Negley verified the Kiowa County Fire Department is under the Fire Protection District Liability insurance. Adamson will need a Certificate of Insurance stating they do operate under the County Liability Insurance.
Adamson discussed the concerns of traffic being held up at the fairgrounds when the demolition cars are being entered into the fair grounds. Discussion ensued, with no final decision being made.
Kip Peck, County Fair Board member entered the meeting to discuss a carnival type show which has a bouncy house with a dinosaur. Peck is working with Doug Uhland, Claire Prince and the Rob Kelley family for an opportunity to bring this carnival type vendor in. Peck is waiting on a return phone call with Keri DeWitt owner of the dinosaur encounter to discuss pricing.
Peck exited the meeting at 4:35 p.m.
The next regular meeting will be held August 24, 2023 at 9:00 a.m.
With no further business to discuss, Lening moved and Robertson seconded the motion to adjourn the meeting at 4:38 p.m. Motion carried.
