A RESOLUTION OF THE KIOWA COUNTY BOARD OF COMMISSIONERS OPPOSING THE ENTRY, TRANSPORTATION, EMPLOYMENT, SETTLEMENT AND SUPPORT OF UNDOCUMENTED, ILLEGAL AND/OR UNDOCUMENTED IMMIGRANTS IN KIOWA COUNTY, COLORADO

WHEREAS, the County of Kiowa, Colorado (the “County”) is a duly organized and validly existing as a body corporate and politic under and by virtue of the Constitution and laws of the State of Colorado; and 

WHEREAS, the Board of County Commissioners of Kiowa County Colorado (“Board”) firmly believes and holds that any individual immigrating into the United States should do so in a manner which follows all applicable laws; and 

WHEREAS, the Biden Administration has permitted and facilitated the entry into the United States of more than 285,000 illegal immigrants from our southern border in FY 2023, and 

WHEREAS, at least 1. 7 million illegal immigrants have evaded capture since FY2021, and 169 individuals have been on the terrorist watch list in FY2023, and 

WHEREAS, urban areas within the state, including the capital, Denver, are having their resources, infrastructure, public places and other areas completely overwhelmed by the tremendous influx of uninvited migrants and/or illegal immigrants, causing many to declare states of emergency: and 

WHEREAS, this urban saturation and over consumption of resources to support uninvited migrants and/or illegal immigrants has led to the dispersion into rural areas of the state, creating the possibility of such groups migrating into Kiowa County; and 

WHEREAS, as Kiowa County is diligent in allocating resources for its citizens, there is no surplus of resources including shelter, social services, public health, and public safety to support the needs of any number of undocumented, illegal, or uninvited migrants. 

WHEREAS, the Board of Commissioners of Kiowa County, Colorado, has determined that the importation, transportation, placement, settlement, or employment of illegal immigrants, often without proper vetting, presents a threat to our National security and threatens the health, safety, welfare, economic stability and social order of the States, cities and counties, including Kiowa County, and

WHEREAS, the Board of Commissioners of Kiowa County, Colorado supports legal immigration and lawfully administered migrant worker programs as being beneficial to the sustainability of Kiowa County, now

THEREFORE, BE IT RESOLVED, that the Board of Commissioners of Kiowa County, Colorado declare and affirm that Kiowa County is not a sanctuary county or community and will not open shelters or provide services to illegal, undocumented or uninvited migrants that may arrive in the county. 

BE IT FURTHER RESOLVED that the Kiowa County Board of County Commissioner will continue to place the need of its citizens first and foremost, and in all instances above those of any undocumented, illegal or uninvited migrant. For the welfare of Kiowas Citizens and those across Colorado, the Kiowa County Board of County Commissioners calls upon the President of the United States and the United States Congress to immediately restore the rule of law along the Southwest United States boarder and quickly create a system to allow reasonable vetting of migrants who wish to enter the United States legally and become productive members of our society. 

BE IT FURTHER RESOLVED the Kiowa County Board of County Commissioners also opposes the action of individuals, corporate entities, NGOs, religious organizations or denominations, Federal agencies, departments and Presidential Executive Orders that facilitate the entry, transportation, placement, settlement or employment of illegal immigrants to, or within the lawful boundaries of Kiowa County, State of Colorado.
