The purpose of the hearing is to review the application for the utility scale Rother Solar Project, which is proposed to consist of a maximum of 600 Megawatts (MW) or up to 600 MW of photovoltaic solar panel arrays and a 600 MW battery energy storage system (BESS), and various appurtenant equipment. The Project would be located in Cheyenne County, Colorado, approximately 11.75 miles southeast of Cheyenne Wells and approximately six miles east of U.S. Highway 385. The Project is situated within Township 16 South, Ranges 42 and 43 West, including portions of Sections 13, 14, 18, 19, 20, 23, 29, 30, and 35.
