Wheat harvest seems to be in full swing and we at the USDA Service Center wish all our producers a safe and abundant wheat harvest.
Bin measurements are available from the USDA Service Center.  Producers must complete a measurement service form and pay the initial applicable fee of $46.00 per bin site.  Additional charges can be incurred depending on the number of bins requested for measurement.
The office sent postcards this week to producers who have not finalized their 2017 acreage reports and/or have not completed the 2017 ARCPLC contract enrollment.
• Acreage reporting deadline - July 17th - reports after this date will incur late-filed fee of $46.00 per farm.
• ARCPLC deadline - August 1st - all producers receiving a share must have their signature on file by this date.   There are no late-filed provisions for ARCPLC enrollment.
The 2016 market year average price for wheat, barley and oats was announced on June 29, 2017.   The following table provides the PLC payment rate for wheat barley, and oats.
Item Wheat Barley Oats
 Dollars Per Bushel
Reference Price 5.50 4.95 2.40
National Loan Rate 2.94 1.95 1.39
Marketing Year Average (MYA) Price 3.89 4.96 2.06
Higher of Loan Rate or MYA Price 3.89 4.96 2.06
PLC Payment Rate 1.61 0.00 0.34
The ARC-CO actual crop revenue is calculated by multiplying the actual average county yield for the covered commodity times the higher of either of the following:
•  Marketing Year Average price for the covered commodity.
• National loan rate for the covered commodity.
The following table provides the national loan rate and MYA price for wheat, barley, and oats.
Item Wheat Barley Oats
 Dollars Per Bushel
National Loan Rate 2.94 1.95 1.39
MYA Price 3.89 4.96 2.06
Higher of Loan Rate or MYA Price 3.89 4.96 2.06
Once the actual yield is known for a specific county and covered commodity, the ARC-CO actual revenue can be determined for wheat, barley and oats.   Currently the 5 year Olympic average yield for Kiowa County wheat is 19 bushels.  If the 2016 wheat actual yield is higher than 28 bushel per acre, the ARC-CO program for wheat will not trigger a payment for 2016.
2016 ARCPLC payments will be issued after October 1, 2017 to eligible producers on approved ARCPLC contracts.  The contract enrollment deadline was August 1, 2016.

The 2017 LDP rates.  It’s important to protect yourself and be certain that the page 1 of CCC-633EZ is on file prior to selling any wheat for 2017, the form can be signed at any FSA office.  The form can also be emailed and/or faxed.
